As an observational instrument, the FHI is used by evaluators who are trained to observe a wide variety of behaviors/responses of children with disabilities. Ideally, the FHI should be completed by a professional in deafblindness, or the Auditory Impairment (AI) Specialist (such as a Deaf Education Teacher or Teacher for the Hearing Impaired).
